My friend is lying to social services to get benefits. She does illegal drugs around her kids. Should I report?

If you stand by and watch someone beat a dog to death, and do nothing to try and stop it, you are as guilty as the person committing the atrocity; of COURSE you should alert the appropriate authorities!
