What is the difference between permanent restriction and permanent diability in workmen comp...?

A "permanent disability" would be what I'd have if I'd continued hoisting baggage at the airport after I threw out two shoulder tendons. The difference, in other words, would be whether the thing still works or not, while both mean don't do this thing anymore. Only, in a restriction, one is told one should not, while a disability means one can not.
